
POLICIES AND SOLUTIONS TO PROMOTE RENEWABLE ENERY IN VIETNAM
Vietnam is a potential country in terms of renewable energy, so far the investment in renewable energy development in Vietnam has not been commensurate with the potential and available plans. The cause of this situation is mainly that the economics of renewable energy are not really attractive, along with barriers related to mechanisms, policies, implementation organization, and the level of technology application restrict the implementation of renewable energy projects.
On February 11, 2020, the Politburo issued Resolution No. 55 - NQ/TW on orientations of Vietnam's national energy development strategy to 2030, with a vision to 2045. This is a major policy. of the Party in order to orient the long-term strategy of energy security in general, and the sustainable and stable development of Vietnam's energy industry in particular. Thus, it can be seen that Resolution No. 55-NQ/TW shapes a new and comprehensive development phase of Vietnam's energy industry, from supply, transmission and distribution to energy consumption. in which, economical and efficient energy consumption, or in other words economical and efficient use of energy is one of the key factors in the country's strategy for sustainable development of the energy sector.

Over the past time, the State has also issued policies and mechanisms to promote the development of renewable energy such as the Renewable Energy Development Strategy, the mechanism to support the purchase price of biomass, solar, and wind power as well as the electricity price of biomass, solar and wind power. such as adding to the electricity planning of wind power and solar power projects and preparing for the bidding mechanism for solar power and wind power in the coming period. Although renewable energy brings many benefits, it has not yet been developed rapidly and widely in Vietnam. The reason is that investors still face many barriers such as: Institutional barriers, legal barriers, investment barriers, technical barriers, trade barriers, market barriers and technical human resource barriers.
The representatives of ministries, departments, sectors, experts and investors shared contents related to policies for sustainable infrastructure development and improvement of internal resources of the energy manufacturing and service industries; energy restructuring associated with sustainable energy development, technology trends in the energy field in the world and applicability in Vietnam, promoting international cooperation and improving policy making capacity for sustainable development of Vietnam's renewable energy industry, etc., contributing to promoting the implementation of Resolution No. 55-NQ/TW on orientations of the Development Strategy Vietnam's national energy development to 2030, with a vision to 2045.
Aware of the important role of the National Program on economical and efficient use of energy for the new development stage of the energy industry in particular and the Vietnamese economy in general, the Steering Committee of the Program The National Program was established by the Deputy Prime Minister as Head of the Steering Committee, members are leaders of ministries, sectors, a number of economic groups, science and technology associations on economical and efficient use of energy. The Minister of Industry and Trade is the Standing Deputy Head of the Steering Committee. In order for the National Program to be implemented effectively, the roles and responsibilities of the heads of ministries, sectors and especially the People's Committees of the provinces are especially important, in which, the implementation of the Program in localities is very important. is considered as the key point deciding the completion of the objectives set out by the National Program.
Currently, Vietnam does not have a mechanism to support the development of renewable energy as a whole, apart from a separate price support mechanism for wind power that was approved in 2011. In a number of research projects conducted by the Institute of Energy In recent years, a number of other mechanisms such as bidding mechanism or quota mechanism have also shown their appropriate capacity, along with proposing a number of institutions to promote the development of renewable energy. According to preliminary research and assessment of the potential for long-term renewable energy development to 2050, the development potential can be even greater, especially wind energy, geothermal energy and biomass fuels.
