INFRASTRUCTURES FOR RENEWABLE ENERGY PRODUCTION AND USAGE IN VIETNAM

Reality has shown that the increasing demand for energy for socio-economic development has put pressure on the energy industry's infrastructure, requiring huge investment capital in the context of the country's limited resources. In addition, the domestic primary energy supply is gradually reaching the saturation threshold leading to an increasing dependence on imported fuel sources, which has a direct impact on national energy security.


According to a study by the Vietnam Chamber of Commerce and Industry, currently, in fact, there are many wind and solar power plants, which must deflate up to 60% of capacity, wasting resources of society and is becoming a cause hindering efforts to attract investment and socialize in the development of electric energy infrastructure.

In addition, the renewable energy development strategy has not yet oriented towards the goal of sustainable development. When investing in the development of renewable energy projects, there is still a spontaneous element, there is no close and harmonious combination. harmony between three aspects of development, including: economic growth with social development and effective environmental protection.

In particular, the cost of developing renewable energy is not low. Based on the study, to offset the costs incurred when implementing the scenario of zero emissions by 2050 according to Vietnam's commitments at COP26, Vietnam needs $19 billion to keep electricity prices at normal and annually needs about 1 billion USD to invest in the electricity industry. Therefore, Vietnam will need a lot of international support, especially low-cost ODA loans, as well as breakthrough mechanisms and policies to mobilize resources from the private sector.

Mr. Hoang Tien Dung, Director of the Department of Electricity and Renewable Energy, said that the biggest difficulty to develop the electricity industry infrastructure is the issue of arranging capital for the project. Because of the characteristics of the energy industry, which requires high investment capital, is slow to recover, while domestic enterprises have not achieved the financial reputation to be able to borrow on their own, it will be difficult to arrange loan sources. international financial institutions are increasingly strict, even do not continue to provide capital for specific projects such as coal-fired power plants.

At the same time, many private enterprises have little experience in investment, construction and operation of power projects; The professional qualifications of the management and technical staff are still limited... leading to the delay of many power projects, seriously affecting the assurance of electricity supply in the coming time.

Therefore, according to energy experts, to attract private investors for power projects, the main solution is still through price policy. Once the electricity price policy is appropriate, investors in the electricity industry can ensure reasonable profits, and power projects will be attractive enough to attract domestic and foreign investment, the public and private sectors.

Need a stable and continuous policy

Additionally, Ms. Ngo Thi To Nhien - Director of Vietnam Energy Transformation Initiative (VIETSE) pointed out that development challenges for Vietnam's electricity industry in the next 10 years in parallel with the development of new sources are: on the development of power grid infrastructure. Therefore, there is a need for a more equal mechanism with sources such as organizing bidding according to the form of energy or capacity or bidding for maintenance services of the electricity grid and infrastructure of the electricity sector.

Ms. Nhien suggested that Vietnam needs a consistent policy and a clear roadmap, and at the same time, building a mechanism for implementing competitive and transparent bidding rounds will be an important premise to promote the investment market. In particular, it is necessary to have a map of the National Electricity Master Plan suitable to the actual situation, to harmonize between different power sources, to harmonize between source - grid and to harmonize between regions - the whole country. Because of the imbalance, areas with excess electricity have had to cut their regional development capacity, causing a great waste of social resources and discouraging investors.

According to the Electricity and Renewable Energy Department, in order to create favorable conditions to attract economic sectors with conditions to participate in the development of the energy sector, the Ministry of Industry and Trade is currently studying and amending the Electricity Law to have the basis of socializing electricity transmission activities, in order to remove important bottlenecks in the energy infrastructure; At the same time, continue to research and propose to the Government mechanisms and policies to encourage private investment to develop renewable energy sources in the coming period such as: Direct electricity trading mechanism, selection bidding mechanism. Investors.

The Department of Electricity and Renewable Energy also believes that the implementation of this mechanism will take more time, but it will be fairer and more transparent for investors, ensuring harmony and balance between the development of electricity and renewable energy. renewable energy projects and transmission grids.
